Paul Delacourt assumed the role of Managing Partner at Stratagem Consulting, LLC, in 2023, after joining the team in 2021. In addition to his responsibilities at Stratagem, Paul also holds the position of adjunct lecturer at the University of Chicago Graham School.
Paul Delacourt’s consulting career began with his retirement from the Federal Bureau of Investigation (FBI) in 2021, where he held a series of senior-executive operational roles. Notably, Paul held the position of Assistant Director in Charge of the Los Angeles Field Office, where he spearheaded the FBI’s third-largest operational division for nearly three-years. In this capacity, he skillfully managed the response to numerous crisis events, deftly navigating complex domestic and international security issues and relationships.
Prior to his role in Los Angeles, Paul served as the Special Agent in Charge of the Honolulu Field Office and Senior FBI Advisor to the U.S. Military’s Indo-Pacific Command. His expertise in the Asia-Pacific region proved invaluable as he led the Bureau’s operational mission, overseeing criminal, counter-intelligence and counterterrorism investigations, as well as international special events and crisis management efforts.
Before assuming an executive role, Delacourt also led the FBI’s Regime Crimes Liaison Office, where he played a pivotal role in developing and coordinating successful overseas investigations and prosecutions. Paul also served as an early tactical leader of FBI resources in Afghanistan, where he played a crucial role in the deployment and management of operations.
Paul Delacourt’s academic achievements include a Juris Doctor from Wayne State University Law School and a Bachelor of Arts from the University of Michigan. Before embarking on his career with the FBI, Paul practiced law and served as a clerk for a US District Judge.
