“When it comes to long-term wealth management, market volatility is actually our friend,” Fratarcangeli said.

Overreactions create entry points for long-term investors

Fratarcangeli says election-year market swings are often driven by emotion rather than the market’s underlying strength, creating openings for investors who stay consistent.

“Ultimately, we see these market fluctuations as opportunities for our clients to invest long-term money in an overreaction scenario,” he said. “Overreactions are very common in markets in general, but even more so in election years.”

Fratarcangeli Wealth Management leans on dollar-cost averaging and discretionary income to act on that volatility as it happens. When clients do not have discretionary money on hand, his team plans ahead.

“If a client will not have discretionary income at the critical moment in time, we raise cash at the end of the previous year, the beginning of the next year or periodically through the year when we hit highs,” Fratarcangeli explained. “So we organically create the discretionary cash, or we have it already pre-planned.”

Rebalancing, not panic-selling, is the real strategy at market lows

While Fratarcangeli Wealth Management uses tax-harvesting strategies through specialized third parties, Fratarcangeli says the more consistent discipline during market lows is rebalancing portfolios by trimming positions that have grown too large during peaks, and buying more during valleys.

“I wouldn’t necessarily be looking at taking profits at the point of a market pullback, unless I thought it was going to get worse,” he added.

He noted that his firm is cautious about selling appreciated positions purely to capture tax benefits during a downturn, calling that approach “less likely used” than staying disciplined with rebalancing.

Contrarian behavior separates disciplined investors from reactive ones

Fratarcangeli attributes emotion as the reason why most individual investors underperform the market during volatile stretches.

“Businesses and individuals could be at risk of averaging half of what the market historically has averaged if they act on their emotions,” he said. “That could look like buying when they should be selling, or selling when they should be buying, out of fear and greed.”

His approach runs counter to that instinct entirely.

“When there’s blood in the streets, as Warren Buffett says, that is when we run into the streets to make smart purchases,” he said. “So in essence, we play ‘opposite day’.”

Business owners face a different version of the same mistake

For business owners, Fratarcangeli says election-year hesitation often shows up as delayed real estate purchases or paused discretionary spending among their own customers.

“When I speak to these clients, I point out the fact that these market fluctuations are normal,” he said. “I counsel them not to think that this is a long-term trend.”

He also encourages business owners to treat market lulls as a negotiating advantage rather than a reason to retreat. 

“In fact, they may find that they have better opportunities than they will post-election season,” he remarked.

Looking at the broader four-year cycle, the biggest mistake Fratarcangeli sees is investors pausing or selling during the more volatile stretch of a presidential term, rather than staying engaged.

“What separates investors who benefit from volatility from those who get hurt by it? Being reactionary versus being proactive. Expecting the unexpected.”

The church, led by Senior Pastor Dr. Soojin Lee, held the finals on September 6, drawing a crowd of congregants to watch finalists compete over verses drawn from across the entire Bible — 365 in total, one memorized for every day of the year.

Getting to the final stage takes work. Contestants first pass through a preliminary round styled after the popular Korean quiz show format “Golden Bell,” in which participants write answers on small whiteboards and hold them up simultaneously. 22 people made it through this year, advancing to a final round in which they had to write out memorized Bible verses or their chapter-and-verse references with perfect accuracy.

Those questions took several forms: writing out a verse or its chapter-and-verse reference after the co-hosts read a question aloud, identifying a Bible passage tied to a hymn played for contestants, and writing out a verse linked to an image shown on screen.

The competition traces its roots to 2001, when the church began urging members to memorize a single Bible verse a day, publishing the daily verse in its weekly bulletin. That modest devotional habit eventually grew into a full-scale annual contest that has kept congregants coming back year after year.

Only once has the tradition been interrupted: in 2021, when the COVID-19 pandemic made large in-person gatherings impossible. Since then, the event has returned to its usual format, with the final held on-site each year.

This year’s final was livestreamed on YouTube to viewers around the world, allowing those who couldn’t attend in person to watch in real time.

Winners of this year’s grand prize will be announced in about a week, once judges finish grading the written answers.

“This tradition, which we’ve carried on for more than two decades, is more than a test of memory,” a church official said. “It’s a symbol of the continuity of our faith, built one verse at a time — and it drives a life centered on Scripture.“

The assembly opened June 29 with a worship service centered on a sermon by Lee, titled “Recognized Before God.” In the address, Lee laid out two conditions for standing recognized before God: spiritual readiness through the power of the Holy Spirit to resist evil, and a sustained sense of calling and conviction. Both, Lee said, ultimately depend on devoted prayer.

Lee pointed to examples of believers committed to evangelism, expressing that divine support follows those who pursue outreach out of genuine concern for others. “Evangelism is the most concrete expression of love for souls,” Lee said. “True power only emerges when love is present, and that love bears fruit in transformed lives.”

Lee closed the sermon by telling attendees that those recognized before God live not for the approval of others but in the love of the Lord, expressed through love for others’ souls, and called on pastors and congregants alike to embody that love and spiritual power.

The assembly’s second session turned to administrative business, including a review of membership credentials, leadership elections, an audit report, and approval of the budget for the denomination’s 36th fiscal year.

The newly elected leadership team includes President Rev. Soojin Lee; Vice Presidents Rev. Mikyung Lee and Elder Johnny Kim; General Secretary Rev. Hakyoung Lim; Secretary Rev. Taegyu Moon; Assistant Secretary Rev. Jinyoung Jung; Treasurer Rev. Miyoung Lee; and Assistant Treasurer Rev. Suyeol Cho.

The gathering concluded June 30 with an ordination ceremony recognizing Rev. Youngin Lee and Rev. Kiyong Sung as newly ordained ministers.

The United Kingdom, Australia, and New Zealand have all delisted Makarov following independent governmental reviews. Canada has not — and has twice defended that decision in court. With millions of dollars in his Canadian assets frozen, Makarov has now taken the dispute to international arbitration, seeking at least CA$350 million in damages, according to an article by the National Post.

Makarov’s case raises a question: why does Canada remain the last Western country standing by its decision when its allies have already walked away from theirs?

Caught in the Crossfire of War

Born in Ashgabat, Turkmenistan, Makarov rose from champion Soviet-era cyclist to founder of ITERA, one of the first private natural gas companies in the former Soviet Union. By the time Russia invaded Ukraine in February 2022, he had long divested from ITERA, selling it to state-owned Rosneft in 2013 for $2.9 billion, relocated to Cyprus, and invested in Canada’s energy sector, becoming one of the largest shareholders in Calgary-based oil and gas producer Spartan Delta Corp.

When Russia launched its full-scale invasion of Ukraine in February 2022, Western governments moved swiftly to sanction individuals perceived as having ties to senior Russian officials. Canada, the United Kingdom, Australia, and New Zealand all designated Makarov in 2022. His Canadian assets were frozen. Neither the United States nor the European Union has ever sanctioned him.

One by One, the Allies Walked Away

What makes Canada’s position increasingly difficult to justify is that several allied countries that once sanctioned Makarov have since reversed course.  The UK delisted him on March 5, 2024, after his legal team filed a judicial review. British authorities concluded there was no legal basis to maintain the restrictions, accepting that Makarov’s company, ARETI International Group, no longer operated in the Russian energy sector and that he had sufficiently distanced himself from Russia after renouncing his Russian citizenship in June 2023.

Australia followed on May 22, 2025, after detailed submissions to the Department of Foreign Affairs and Trade. The minister for foreign affairs revoked the designation with immediate effect. New Zealand completed the pattern on September 12, 2025, after a formal review by its Ministry of Foreign Affairs and Trade.

Each of these decisions followed an independent governmental review process. Taken together, they establish a compelling factual record that Makarov’s legal team has repeatedly placed before Canadian authorities: three allied democracies examined the same individual and ultimately concluded that sanctions were no longer justified, fully lifting the measures against him. That increasingly leaves Canada as an outlier among its closest partners.

Where the Canadian Case Stands

Canada’s rationale for maintaining its designation rests on a broader, more historically rooted assessment than on its current business dealings. Government documents describe Makarov as being “surrounded by Putin’s cronies” and allege that his wealth was built through a system of patronage and non-transparent deal-making that was inseparable from Russian state power.

The Canada Gazette notice from August 2023 states that Makarov “benefited from close associations with top government officials while brokering non-transparent Russian-Turkmen energy deals,” and that revenues generated through those arrangements “helped generate significant revenues that the Kremlin has relied on to finance its aggression in the near abroad, including Ukraine.”

Canada further assessed that Makarov had not made a sufficiently public denunciation of the Russian regime. Then-Foreign Affairs Minister Mélanie Joly wrote to him directly: “While you claim to be opposed to Russia’s illegal invasion of Ukraine, you have not issued any public statements denouncing the war in Ukraine or President Putin’s regime.”

However, according to an article on Global News, Makarov expressed his opposition to Russia’s invasion of Ukraine. Canada rejected the private statement as insufficient and maintained that a public denunciation was required.

The Citizenship Loophole

A central element of Makarov’s early defense focused on what his legal team identified as a structural gap in Canada’s sanctions framework. The Special Economic Measures (Russia) Regulations initially applied only to Russian citizens and residents.

When Makarov renounced his Russian citizenship in June 2023, he argued the regulations no longer applied to him. Rather than acting on that argument, the Canadian government amended its regulations to extend coverage to former Russian nationals and relisted Makarov immediately under the revised law, without presenting new evidence against him.

A federal tribunal initially accepted his argument, acknowledging that the regulations did not apply to him. However, then-Foreign Affairs Minister Mélanie Joly re-added Makarov to the list, freezing his Canadian assets and casting doubt on the impartiality of Canadian regulatory oversight.

This stands in contrast to the United Kingdom’s approach. In March 2024, British authorities removed Makarov from their sanctions list after he renounced his Russian citizenship. After a judicial review, they found no substantive basis for continuing the restrictions.

This raises questions about the reliability of laws and regulations governing who can and can’t be sanctioned, as well as the court’s credibility in adhering to the rules it originally adopted.

What This Reveals About Canada’s Sanctions System

Canada’s handling of the Makarov case raises broader questions about how the country administers its sanctions regime. The decisions by the UK, Australia, and New Zealand to remove him from their lists may ultimately be among the strongest arguments for persuading Canada to do the same. But so far, that argument has not moved Ottawa.

Canada has now seen three close allies examine the same underlying facts and conclude that sanctions against Makarov were no longer justified — yet Ottawa continues to maintain its measures against him. It has amended its laws to prevent his removal, has twice defended those amendments in court, and faces an international arbitration claim over the consequences.

Right now, Igor Makarov is waiting for proceedings on his Request for Arbitration with the International Center for the Settlement of Investment Disputes, which he filed on Jan. 14, 2026, invoking the 2018 Canada-Moldova Investments Promotion and Protection Agreement and his Moldovan citizenship.

The question now is not just why Canada refuses to follow; it is what standard of evidence, if any, would ever be enough to change its mind.

The war’s consequences have long surpassed any neat military or geopolitical framing. The United Nations estimates that more than six million Ukrainians remain displaced abroad, with millions more internally displaced within the country. Civilian infrastructure, including power grids, hospitals, and water systems, has been systematically targeted. The psychological toll on survivors, including children who have spent formative years living under the threat of missile strikes, will take decades to fully reckon with. These are not abstract statistics to the network of Jewish activists and NGOs that The Genesis Prize Foundation has been supporting and amplifying.

From Anniversary to Action: The Genesis Prize’s Role

Co-Founders of the Genesis Prize Natan Sharansky and Stan Polovets convened a gathering at the Peres Center for Peace and Innovation in Tel Aviv in February 2025 marking the third anniversary of the invasion. The event was not merely ceremonial. More than 40 representatives from 21 Genesis grantee organizations participated, either in person or via video, to share field reports, assess shifting humanitarian needs, and confront a particularly uncertain political moment: the curtailment of USAID funding and the prospect of a peace process driven more by external political pressure than by the needs of Ukraine’s population.

That gathering reflected how The Genesis Prize Foundation has chosen to operate throughout the conflict. Rather than treating Ukraine as a single campaign or a news cycle to which to respond, the foundation sees it as an issue that demands ongoing focus, relationships with frontline organizations, and the willingness to focus on the issue even when the world’s attention has moved elsewhere.

“From the outset of the war, Jewish activists and NGOs, many from Israel, immediately sprang into action, providing assistance to those in dire need,” Polovets said at the 2025 commemoration. “We are proud to honor these organizations and to support their work in helping the Ukrainian people in their quest to live freely in security and peace.”

The 2023 Honorees: A Network of Organizations Still Working

The foundation’s decision to structure its 2023 Genesis Prize around Ukraine rather than an individual laureate was, at the time, a break from a decade of tradition. It was also a deliberate acknowledgment of the scale of the collective response that had emerged across the Jewish world since February 2022. The organizations recognized as 2023 Genesis Prize honorees, including United Hatzalah, The Jewish Agency for Israel, IsraAID, HIAS Israel, Hillel CASE, NATAL, the JCC Association of North America, BlueCheck Ukraine, Project Kesher, World Jewish Relief, and others, were chosen precisely because they were not waiting for institutional direction. They were already there.

Actor and activist Liev Schreiber, who co-founded BlueCheck Ukraine to vet and fund humanitarian aid initiatives, joined last year’s commemoration via video from New York. His continued participation in the foundation’s programming is emblematic of the kind of long-term engagement Stan Polovets has sought to cultivate. The goal has never been to generate a single burst of fundraising attention, but to build durable relationships between donors, civil society organizations, and the communities they serve.

Eli Beer, founder and president of United Hatzalah, is appreciative. “We are deeply grateful to The Genesis Prize Foundation for their leadership and generous funding,” Beer said at last year’s event. “With the support of GPF and others, we are able to focus our attention on delivering aid to those who need it most.”

Over the past three years, these organizations have collectively delivered medical care, psychological support, food assistance, resettlement services, and trauma therapy to hundreds of thousands of Ukrainians. For a conflict that has remained largely out of Western headlines for extended stretches, their persistence has been extraordinary.

The Broader Stakes: Jewish Identity and the Meaning of Solidarity

Natan Sharansky, who was born in Donetsk, the Ukrainian city annexed by Russia in September 2022, has framed the foundation’s engagement with Ukraine as inseparable from Jewish values. “International support is critical to making sure Ukraine prevails in this fight,” he stated at the 2025 anniversary event. “It is also critical for Jews to continue contributing to this effort so that we remain true to our foundational values of standing up for freedom, human dignity, and justice.”

“We designed the Genesis Prize to honor not just professional achievement, but the application of Jewish values to the challenges of the broader world,” said Stan Polovets. “Ukraine has become one of the defining tests of that principle.”

The connection between Jewish identity and solidarity with Ukraine has also taken on new significance in the context of rising antisemitism and challenges facing diaspora Jewish communities globally. The foundation’s sustained focus on Ukraine reflects a conviction that Jewish communal institutions have both the obligation and the capacity to act as humanitarian actors on the world stage, for Jewish populations and for all people whose dignity and safety are threatened.

A Philanthropic Model Built for Moments Like This

Understanding what makes The Genesis Prize Foundation’s Ukraine engagement possible requires understanding how the foundation’s philanthropic model works. Each year, the $1 million Genesis Prize is typically awarded to an individual and the laureate directs those funds to causes of their choosing, often attracting additional matching donations that multiply the impact significantly. The Genesis Prize Foundation’s philanthropic approach has, over more than a decade, leveraged more than $50 million for charitable initiatives across 30 countries.

“It is the only Jewish organization awarding an annual $1 million to individuals who do not take the money but turn around and invest it back into the community, often doubling or tripling the contribution through matching donations,” Polovets has explained. That model has allowed the foundation to remain nimble, channeling resources toward needs that shift with global circumstances. Ukraine is a vivid illustration: when the invasion began, the foundation was able to pivot quickly, and it has remained committed to the cause as the conflict enters its fourth year.

That agility matters. Humanitarian crises do not follow news cycles, and donor fatigue is a well-documented phenomenon that affects even the most devastating ongoing conflicts. The Genesis Prize Foundation’s commitment to remembering Ukraine year after year, convening organizations, maintaining relationships, and directing public attention, functions as a counterweight to the tendency of the broader philanthropic world to move on.

Looking at Year Four

As the war entered its fourth year, the humanitarian picture remained grim. Reconstruction costs are estimated in the hundreds of billions of dollars. The mental health infrastructure needed to support survivors, particularly children, barely exists. Resettlement programs for displaced Ukrainians are straining the capacity of host countries. And the geopolitical framework that will govern any eventual peace process remains deeply unclear, with significant implications for the millions of Ukrainians still waiting to go home.

Stan Polovets does not suggest that The Genesis Prize Foundation can solve these problems. What he has argued, consistently and with conviction, is that Jewish funders and organizations have a responsibility to show up: to bear witness, to provide resources, and to sustain interest when others grow weary. The organizations recognized in 2023 are still working on the ground in Ukraine. The foundation is still convening them. And four years after Russia’s invasion, that sustained commitment stands as a meaningful response to a crisis that has tested the conscience of the entire international community.
